Saudi Ministry transforming elderly care system in the country
The Ministry of Human Resources and Social Development is transforming Saudi Arabia’s elderly care system to align with the objectives of Vision 2030. Moving beyond traditional service models, the ministry is introducing a national framework centered on empowerment, governance, and strategic partnerships, with the aim of providing equitable, high-quality care while ensuring long-term sustainability.
Modernizing elderly care services
As part of this overhaul, the ministry is outsourcing the management of elderly care centers to qualified private and non-profit organizations. These centers are designed to address psychological, social, and environmental needs and are directly supervised by the ministry to ensure high standards of service.
Digital services are also being expanded to promote
independence among seniors. Initiatives include a senior citizens’ privilege
card accessible via the ministry’s app and linked to the Tawakkalna platform,
electronic services for residential care requests, and a dedicated support
channel. Seniors can access a range of benefits, including enhanced social
security, assistive medical devices, designated parking, and priority services.
A digital inclusiveness service enables elderly citizens to register for
programs without needing to visit offices physically, making services more
accessible and convenient.

Empowering non-profit and private sector partners
The ministry is activating the role of non-profit organizations by licensing them as active contributors to elderly care, while encouraging the private sector to engage through social responsibility programs. Collaborative efforts with partners have already led to over 50 unique initiatives aimed at improving the quality of life for seniors.

By addressing psychological well-being, social inclusion,
and practical support, the ministry’s strategy creates a holistic and
sustainable model for elderly care. Through partnerships with private entities
and non-profits, the initiative not only enhances services for seniors but also
strengthens societal support systems, reflecting Saudi Arabia’s commitment to
innovation and excellence in social development.
