Saudi’s ACWA Power pursuing large-scale hydrogen development in Malaysia
ACWA Power Chairman and Founder Mohammad Abunayyan
reaffirmed the company’s commitment to its strategic green hydrogen partnership
with Sarawak during a courtesy visit to Premier Datuk Patinggi Tan Sri
Abang Johari Tun Openg.
The visit underscores ACWA Power’s ambition to replicate the
scale and innovation of its NEOM Green Hydrogen Project — the world’s largest
green hydrogen initiative — in Sarawak, in collaboration with SEDC Energy Sdn
Bhd (SEDCE).
According to a statement from the Sarawak Premier’s Office,
ACWA Power is actively pursuing large-scale green hydrogen development in the
state as part of its broader US$10 billion investment commitment to Malaysia,
announced during the ASEAN-GCC Summit earlier this year.
A NEOM-level vision for Sarawak
The company’s NEOM project in Saudi Arabia aims to generate 4GW
of renewable energy to produce 600 tonnes of green hydrogen daily, with an
overall investment of US $8.4 billion. ACWA Power now plans to bring similar
ambition to Sarawak, aligning with the state’s clean energy goals and hydrogen
economy vision.

2030
In Sarawak, ACWA Power and SEDCE are exploring the
development of a green hydrogen facility powered by up to 4GW of captive
renewable energy, delivering 2GW of electrolyser capacity for both domestic
decarbonization and export markets.
The collaboration builds on an agreement signed last year
and is expected to contribute significantly to technology transfer,
infrastructure development, and economic spillovers in the region.
Strategic partnerships and regulatory alignment
The project is progressing with support from multiple state and industry stakeholders:
Sarawak Energy Berhad (SEB): Discussions are underway to
develop floating solar projects at the Batang Ai and Murum hydroelectric
reservoirs.
State Ministry of Utilities and Telecommunications and the Ministry
of Energy and Environmental Sustainability: Collaborating to ensure regulatory
alignment for hydrogen and renewable energy initiatives.

These joint efforts align with Sarawak’s Post COVID-19
Development Strategy (PCDS) 2030, Malaysia’s National Energy Transition Roadmap
(NETR), and the Sarawak Hydrogen Economy Roadmap (HETR).
Strengthening Saudi-Malaysia clean energy ties
The visit and reaffirmed partnership signal growing clean
energy cooperation between Malaysia and Saudi Arabia, reinforcing Sarawak’s
position as a regional leader in the hydrogen economy and a future exporter of
clean energy.
This partnership marks a significant step in transforming
Sarawak into a hub for clean hydrogen production, potentially placing it on the
global map alongside pioneering projects like NEOM.
