NEOM discusses terms with shortlisted contractors for $2 billion Trojena dams
Saudi Arabia’s NEOM has completed the technical evaluation phase for contractor proposals on its ambitious $2 billion Trojena dams project. The shortlisted contractors are now in discussions with NEOM to define the project scope and finalize commercial terms.
Earlier this year, NEOM initiated an Early Contractor Involvement (ECI) process with three selected consortiums. These include:
· A joint venture between Saudi-based Al-Ayuni Investment & Contracting and Turkish firm Limak Holding
· PowerChina, based in Beijing
· Italian construction giant WeBuild
Under the ECI model, each contractor is expected to present detailed methodologies and design proposals for the project. NEOM will evaluate these submissions and award a 26-month construction contract to one of the participating firms.

In October, NEOM awarded a $1.2 billion infrastructure contract at Trojena to the Al-Ayuni–Limak consortium. That contract includes the construction of a freight depot, tunnel works, and excavation for the broader Trojena development. Limak is also considered a strong contender for the dams project.
Scope of the Trojena dams project
The main dam in the Trojena region will be a substantial engineering feat, measuring 475 meters in length and 145 meters in height. Its structure will require approximately 2.7 million cubic meters of Roller-Compacted Concrete (RCC). An additional 650,000 cubic meters of RCC will be used to build a secondary dam within the planned lake area, which will form an island below the waterline.
This secondary dam, designed in a kidney shape, will rise 38 meters high and stretch 700 meters in length. It will connect to the nearby Lake Village through an underground tunnel. The dam landscape will also feature scenic attractions such as the "Enchanted Forests," envisioned as a key destination within the resort.

Collectively, the three dams will form the central lake of the Trojena mountain resort—an integral part of NEOM and the future host of the 2029 Winter Asian Games.
Concerns over project timeline
Despite its ambitious vision, the Trojena development has faced scrutiny over potential delays. Some stakeholders have raised concerns that the resort infrastructure may not be ready in time for the 2029 Games, citing slow progress.
NEOM has responded firmly, denying any significant setbacks. The company maintains that the desert-based ski resort remains on schedule and will be ready to host the Winter Games as planned. NEOM officials remain confident in overcoming regional challenges such as extreme climate and terrain.
