Saudi Arabia reinforces its leadership in AI by establishing new institution  

Saudi Arabia has reinforced its leadership in artificial intelligence (AI) ethics with the establishment of the International Center for Artificial Intelligence Research and Ethics (ICAIRE) in Riyadh, a UNESCO Category 2 center dedicated to advancing responsible AI worldwide.

The Kingdom was among the first countries to adopt UNESCO’s Recommendation on the Ethics of Artificial Intelligence, endorsed by 193 member states in 2021. Guided by principles of transparency, fairness, privacy protection, and justice, Saudi Arabia—through the Saudi Data and AI Authority (SDAIA)—is working to ensure AI technologies enrich societies while safeguarding human well-being.

Approved by the Saudi Cabinet in July 2023, ICAIRE was officially recognized as a Category 2 center during UNESCO’s 42nd General Conference in November of the same year. The center focuses on four key areas: research and development, policy guidance, ethical awareness, and capacity building.

A major initiative under ICAIRE is the Elevate Program, launched in partnership with Microsoft and supported by SDAIA. Its second edition in 2025 aims to train 5,000 women globally as part of a wider goal to empower 25,000 women in the AI sector.

Locally, SDAIA is driving efforts aligned with Vision 2030 to build a knowledge-based economy while raising awareness of AI’s ethical dimensions. Crown Prince Mohammed bin Salman, Prime Minister and Chairman of SDAIA’s Board of Directors, has been a key supporter of these initiatives.

To further knowledge-sharing, ICAIRE has launched the THAKAI Platform, a resource hub offering curated AI content, a specialized glossary, and the AI & Data Radar. The platform also invites expert contributions to strengthen global understanding of ethical and responsible AI practices.

Through ICAIRE and international collaborations, Saudi Arabia continues to position itself at the forefront of global efforts to ensure AI technologies serve humanity while upholding the highest ethical standards.
