Saudi aviation strategy unveiled to elevate the sector's capabilities
Saudi Arabia has unveiled a comprehensive national aviation strategy
designed to elevate the sector's capabilities, aligning with international
trends to fuel tourism and economic development. Abdulaziz bin Abdullah
Al-Duailej, President of the General Authority of Civil Aviation (GACA),
presented these initiatives at the Aerospace Connect Forum in Jeddah. The
strategy focuses on expanding airline networks, enhancing maintenance
facilities, increasing fleet capacity, and strengthening infrastructure.
Aligning with Vision 2030: Building a Global Aviation Hub
In line with Vision 2030, the strategy aims to position Saudi Arabia as a
leading global aviation hub. GACA has launched several initiatives to develop
aviation manufacturing and strengthen supply chains. A centerpiece of this plan
is the Maintenance and Repair Village (MRO) in Jeddah, inaugurated in December
2023. Covering one million square meters, the facility features a
state-of-the-art jet propulsion center.

Enhancing Tourism through Aviation
The MRO facility significantly boosts Saudi Aerospace Engineering's capacity
to service engines for next-generation aircraft used by regional airlines—an
essential step to maintaining competitiveness in the aviation sector.
Additionally, Al-Duailej emphasized the importance of Integrated Special
Logistics Zones, established in October 2022.
These zones offer attractive incentives, including a 50-year income tax
exemption. Notably, Apple has invested in these zones, which also house a
unified approval center for light manufacturing and repair operations. These
efforts aim to draw global trade distribution companies to Saudi Arabia.
Investing in Human Capital for Aviation Excellence
President Al-Duailej underscored the importance of cultivating local
aviation expertise. GACA’s human capital development strategy forecasts that by
2030, the aviation sector will require 274,000 direct jobs—an increase from the
current 104,000. This projection highlights the sector's potential as a
significant source of employment and economic growth.
