Saudi Arabia’s Neom has awarded an estimated SR4bn ($1bn)
design-and-build contract for infrastructure and building works at Terminal 1
of the Oxagon port.
The contract was awarded to a joint venture comprising local
firm El-Seif Engineering Contracting, Egyptian contractor Hassan Allam
Construction, and China Harbour Engineering Company. The scope includes
developing a flexible quay, constructing new buildings, and performing
extensive infrastructure works. Contractors will appoint a consultant for
design execution, with Jacobs serving as the lead design consultant for the
project.
According to sources familiar with the scheme, "The
original SR12bn ($3.24bn) project underwent several phases of de-scoping to
enhance efficiency and expedite the delivery of the most critical elements."

In January, MEED reported that the contract award was
expected in the second quarter of this year. This package is the latest in a
series of tenders for the port. In October, Neom selected the joint venture of
Belgium’s Deme and Greece’s Archirodon for another estimated $1bn contract to
advance the Duba port expansion at Oxagon.
This second phase follows the first phase awarded to a team
of Boskalis, Besix, and the local Modern Building Leaders, valued at SR3bn
($800m), in mid-January.
Launched by Crown Prince Mohammed Bin Salman Bin Abdulaziz
Al-Saud in late 2021, Oxagon will feature both onshore elements and floating
offshore structures. Construction on the 48-square-kilometre, eight-sided
industrial city has already begun.
