Neom is set to initiate the tendering process for the
construction work on The Line, targeting the development of rafts and basements
across five modules that encompass the concealed marina. The release of tender
documents is expected to take place before the close of this year.
The prolific gigaproject developer has disclosed the
anticipated schedule for upcoming construction contracts pertaining to various
building modules and the Hidden Marina. Neom, since its launch in 2017, has
been among the world's most active construction endeavors, having secured over
$32 billion in contract awards.

The forthcoming tenders will encompass the construction of
rafts and basements for modules 44, 45, 46, 47, and 48, along with the
establishment of an onsite basement precast yard facility. Neom intends to
divide the work into 12 packages, including six for rafts, five for basements,
and one for the basement precast yard facility.
The contract for the development of the basement precast
yard facility will follow a design, build, operate, and maintain (DBOM)
framework.

Noteworthy in the raft construction is the undertaking of
the world's second-largest concrete pour, involving 43,000 cubic meters on what
is referred to as the mega core.
Neom envisions companies forming joint ventures or
consortiums to execute the specified construction work. A diverse array of
local and international contractors attended the briefing, including Abdul Ali
Al-Ajmi Company, Acciona, China Civil Engineering Construction Corporation,
Larsen & Toubro, Samsung C&T, and WeBuild, among others.
Concerning the tendering timelines, the tentative request
for proposals (RFP) issue date for the basement precast yard facility is slated
for January, with the contract expected to be awarded by August. Subsequently,
RFPs for module 46 basement erection and module 45 basement erection are
scheduled for February and January 2025, respectively, with contract award
dates in July 2023 and July 2025.

Arabia has all required resources to turn NEOM’s “The Line” into reality
Raft tenders are also outlined, with the RFP issue date for
lots one and two set for December 24, and the bid commercial submission
deadline on April 15. Contract award for these lots is expected in May.
Additionally, RFPs for lots four and five are anticipated in the third quarter
of 2024, with the tentative contract award date in August, while RFPs for lots
six and seven are expected in the fourth quarter of 2024, with contract award
anticipated by December.
This initiative aligns with Neom's shift in focus to The
Line modules at the marina, where excavation work for the waterway is
progressing, and the marina is poised to accommodate the world's largest cruise
ships. The Line comprises 135 modules, each 800 meters in length and 500 meters
tall at sea level, with the marina on the other side, presenting a significant
engineering challenge to create a 165-meter-wide waterway through the towering
buildings. Neom is collaborating with delivery partners, including UK-based
AtkinsRealis and U.S. firms Jacobs and Parsons, for The Line.
