Oracle expands cloud presence in Saudi Arabia to support booming digital landscape

Oracle, a leading global provider of cloud computing and technology solutions, has launched its second Cloud Region in Saudi Arabia. The newly established Riyadh Cloud Region is part of Oracle's substantial US$ 1.5 billion investment aimed at supporting the Kingdom's rapidly evolving digital landscape.

Saudi Arabia already hosts an Oracle Cloud Region in Jeddah, with plans for another in the futuristic city of NEOM. With the addition of the Riyadh Cloud Region, Oracle now operates eight Cloud Regions across the Middle East and North Africa (MENA).

In a LinkedIn post, Nick Redshaw, Senior Vice President of Oracle Technology Cloud MEA, highlighted the benefits for Saudi organizations, stating, “Oracle Cloud Infrastructure offers high performance, built-in security, powerful data management, distributed cloud, and disaster recovery capabilities, enabling businesses to accelerate AI innovation and enhance resilience.” He added, “Oracle’s cloud regions in Saudi Arabia are pivotal in advancing data sovereignty, driving digital transformation, and empowering businesses across the Kingdom to achieve greater agility and growth.”

The plans for the Riyadh Cloud Region, along with the broader investment, were initially announced in February 2023 when Oracle signed a Memorandum of Understanding (MoU) with the Saudi Ministry of Communications and Information Technology (MCIT).

Saudi Arabia's rapid digital transformation is supported by progressive business and technology policies, such as Saudi Vision 2030—a comprehensive plan for economic diversification, foreign investment attraction, and the development of advanced infrastructure, including futuristic cities like NEOM.

Additionally, the Kingdom's "Cloud First" policy, launched in 2020, mandates that civilian government entities prioritize cloud solutions over traditional internal systems for new IT investments, further fueling cloud growth in Saudi Arabia.

By the end of 2023, Saudi Arabia emerged as the fastest-growing data center market in the MENA region, hosting nearly two dozen data centers operated by major global and regional players, including Gulf Data Hub (GDH), GO Datacenter (Etihad Atheeb Telecom), NourNET, and Mobily.

According to Mordor Intelligence, the Saudi Arabia Data Center Market is estimated to reach 345.31 MW in 2024 and is projected to grow to 854.81 MW by 2029, with a compound annual growth rate (CAGR) of 19.88% during the forecast period.
